On 28 February 2019, a kick-off meeting of Technology for Resilience – Belt and Road Initiative Capacity Building Project was successfully held in Phnom Penh, Cambodia. The officials from National Development and Reform Commission of China, Ministry of Science and Technology (MOST), Ministry of Natural Resources, National Disaster Reduction Center of China, Ministry of Emergency Management, the United Nations Development Programme (UNDP) and the representatives from Singapore, Cambodia, Indonesia, Myanmar, Laos and other countries attended. Hi-Target Group attended the meeting as a representative of enterprises and announced to be the main implementation unit of the Joint Research Center for High-Accuracy Location Service Network Project.
Many of the countries along the Belt and Road Initiative (BRI) are located in disaster-prone areas. In supporting the attainment of the sustainable development of the countries along BRI, disaster risk reduction (DRR) is an indispensable part of the overall BRI. Apart from its practical improvement on people’s lives and its effects on reducing economic loss due to disasters, disaster risk reduction can be a great breakthrough to enhance further cooperation among countries along BRI on other aspects.
Along with the implementation of the BI strategy, UNDP has launched an initiative to enhance knowledge, information and technology exchange within the Belt and Road network. Technology for Resilience – Belt and Road Initiative Capacity Building Project, as one of UNDP’s pilot BRI projects, is expected to bring innovative development solutions to support countries in enforcing their national DRR agenda under the global DRR framework.
Under this initiative, a mission of Geospatial Information Technology Service Cooperation Network and its Application on DRR for the Belt and Road Countries was conducted in Cambodia from 26-28 February 2019. As the first listed Chinese firm in the industry of Beidou satellite application and recommended by the MOST, Hi-Target took part in the Technology for Resilience – Belt and Road Initiative Capacity Building Project.
At the kick-off meeting, Zhang Chi, the Deputy Division Director of National Remote Sensing Center of China, suggested that as an innovative technology company in the Guangdong-Hong Kong-Macao Greater Bay Area, Hi-Target should use this opportunity and make full use its technological innovation potential to provide Cambodia and other countries along BRI with technical support on the secondary development of navigation chips, high-end equipment manufacturing, and new technology for unmanned equipment, which will be a greater contribution to the world.
In fact, on 26-27 February 2019, J. W. Chen, President of Hi-Target International Group had visited UNDP Cambodia, Ministry of Water Resources and Meteorology and other Cambodian government agencies. He made an in-depth understanding of the application of Cambodian high-accuracy location technology and fully discussed with Cambodian officials.
Within the half year that follows, UNDP and Hi-Target will outline concrete plans for the Joint Research Center for High-Accuracy Location Service Network Project, which will support the transformation of scientific achievements, talent training, and bilateral technology exchanges.
